While driving to work, Ziva witnesses a political assassination carried out by a motorbike with two hooded figures. The attack results in the deaths of a Syrian colonel and two FBI agents. Because Ziva's car was abandoned at the scene, the FBI identifies her as the prime suspect, leading her to go into hiding.
Facing a warrant for espionage and murder, Ziva contacts Gibbs—who is living on a beach in Mexico—for help. Despite being retired, Gibbs returns to Washington to help his former team prove Ziva's innocence. They eventually discover the true culprit is Ziva’s former Mossad partner, , who was long thought to be dead.
